EDIT: I am now getting an error code. C00d1385 only on some of the songs. and a code C00D0BBE on other songs.

Arggghhhh....
At least some of your music has DRM. DRM works like this- the music file is encrypted, and the decryption key (called the license usually) sits on your hard drive in the windows directory somewhere. It's tied to your PC, so moving the key doesn't work... aka, you have copy protection.
When you formatted your drive, you wiped out the licenses. If the tracks are zune pass, they should relicense if you are logged in on that account. Since they are not, apparently, that means they're purchased. You can try redownloading them from zune (go to account settings, purchase history to do that.) But in the USA at least, all the DRM on purchased music is gone, and so are re-downloads. Good luck...
