It won't. Our government is severely influenced by money, and there are several large corporations already (Google, for one) who are working against the censoring. If the bill were to pass, some of the censoring that would be put in place could literally break the internet.

That wouldn't really matter because the servers in the U.S. (therefore, under U.S. jurisdiction) will still be affected. It's not like you can move out of the country and still expect to access websites on U.S. servers and have things to work the same way just because you're technically outside the country.
